Non-Road Mobile Machinery such as excavators and forklift trucks are not always intended for use on public roads. However, the companies that use them may need them on the road at some point. It is therefore possible to apply to the relevant regional authorities for a Single-Vehicle Denomination Report (Procès-Verbal de Dénomination à Titre Isolé).
In the Brussels Region, you can send such a request to homologation@sprb.brussels, giving us your full postal address and a telephone number where you can be reached during office hours. You will receive confirmation that your file has been opened, subsequently followed by a request to pay the request fee. Only paid files are processed.
In order to process your request correctly, please communicate with the Brussels Mobility Vehicle Expertise Department by return e-mail only. If necessary, remember to include the subject of the original e-mail in each of your communications.
As soon as payment has been confirmed, the Vehicle Expertise Department will send you a form to be returned electronically. This form must be accompanied by the following documents, in the best possible quality and in the correct reading direction:
- Photographs of the front, rear and both sides of the vehicle
- Photograph of the vehicle identification number (VIN)
- Photograph of the identification plate
- A copy of a technical data sheet issued exclusively by the manufacturer; if applicable, a copy of the technical specifications given in the user manual
- A copy of proof of purchase
Presentation of any other official document proving that the vehicle, its components, systems and technical elements comply with Belgian or European regulations is recommended but not compulsory.
Documents from foreign Technical Services (test laboratories) are of no value in absolute terms, unless these Technical Services are approved in Belgium. Consequently, the information contained in these documents is never used for certification purposes, but can be used as a guide when the Brussels Mobility Vehicle Expertise Department reviews your file.
The review of the request focuses mainly on the technical specifications and the minimum components required to be approved for use on public roads:
- Front:
- Two low-beam headlamps
- Two side lights
- Two indicators
- Two daytime running lights
- Rear:
- Two rear lights
- Two reflectors
- A license plate illumination
- A license plate mounting, on the centre or on the left
- A fog light
- Two indicators
- A reflective warning triangle on the left
- A fire extinguisher within easy reach of the driver:
- 1 kg if the vehicle's maximum technical mass does not exceed 3.5 T
- 2 kg if the vehicle's maximum technical mass is between 3.5 T and 7.5 T
- 3 kg if the vehicle's maximum technical mass exceeds 7.5 T
- As an option, the vehicle can be equipped with:
- Hazard lights
- Exterior rear-view mirrors
- Rear brake lights
- Reversing lights
Your file is analysed based on the findings about the vehicle and its documents regarding the Belgian (Royal Decree of 15 March 1968) and/or European (Regulation 2006/42/EC and earlier) regulations applicable to the vehicle on the date of its first registration.
If it considers it necessary, the Brussels Mobility Vehicle Expertise Department may request additional documents in order to continue processing your request. Payment of the administration fee does not guarantee that a certificate will be issued. Consequently, an request for a single-vehicle denomination report can always be refused for non-compliance of the vehicle, its components, systems or technical entities with Belgian or European regulations.
Certification, refusal, notification and processing times
If the Single-Vehicle Denomination Report (PVD) is refused, you will be notified of the reason(s) for the refusal by post as soon as possible and will be given time to put the non-compliant items back in order and send more photographs. In the event of a definitive refusal and closure of your file, the fees incurred remain payable.
If your file is complete and the vehicle complies with Belgian or European regulations, the Brussels Mobility Vehicle Expertise Department will send the Single-Vehicle Denomination Report (PVD), which takes the place of the Certificate Of Conformity, to the address given in your request, the same address used to request payment of the request fees.
With the Single-Vehicle Denomination Report (PVD), you can either go to your insurer or directly to a Vehicle Registration Service (DIV) counter to apply for registration.
A Single-Vehicle Denomination Report (PVD) file is definitively closed when the Single-Vehicle Denomination Report (PVD) has been issued, when the deadline to re-present the vehicle has passed or when certification has been definitively refused. There is no extra charge for administration fees in the event of the vehicle's re-presentation following a finding of non-compliance.
